สภาพปัจจุบันและปัญหาการจัดการความรู้และสารสนเทศด้านทรัพย์สินทางปัญญาของสถาบันอุดมศึกษาในประเทศไทย (The Current Situation and Problem of Knowledge and Information Management for Management Intellectual Property in Higher Education Institutions in Thailand)

Abstract

งานวิจัยนี้เป็นส่วนหนึ่งของการศึกษาเพื่อพัฒนารูปแบบการจัดการความรู้และสารสนเทศด้านทรัพย์สินทางปัญญาของสถาบันอุดมศึกษาในประเทศไทย โดยงานวิจัยมีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันและปัญหาของการจัดการความรู้และสารสนเทศด้านทรัพย์สินทางปัญญา ซึ่งวิธีการศึกษาใช้การวิเคราะห์และสังเคราะห์ข้อมูลจากเอกสารที่เกี่ยวข้องกับทรัพย์สินทางปัญญา และใช้วิธีการสัมภาษณ์แบบมีโครงสร้างเพื่อวิเคราะห์สภาพปัจจุบันและปัญหาจากการจัดการความรู้และสารสนเทศด้านทรัพย์สินทางปัญญาของสถาบันอุดมศึกษาในประเทศไทย กลุ่มเป้าหมาย คือ ผู้บริหารและผู้ปฏิบัติงานที่เกี่ยวข้องกับทรัพย์สินทางปัญญา จากสถาบันอุดมศึกษาที่เป็นพื้นที่วิจัย 12 แห่ง จำนวน 24 คน ผลการวิจัยพบว่า โครงสร้างการจัดการความรู้และสารสนเทศด้านทรัพย์สินทางปัญญาของสถาบันอุดมศึกษาประกอบด้วย หน่วยงานที่รับผิดชอบด้านทรัพย์สินทางปัญญาบุคลากรภาระหน้าที่ความรับผิดชอบ และนโยบายทรัพย์สินทางปัญญาของสถาบันอุดมศึกษาส่วนกระบวนการจัดการความรู้และสารสนเทศด้านทรัพย์สินทางปัญญาของสถาบันอุดมศึกษา ประกอบด้วย การรวบรวมการวิเคราะห์และจัดระบบ การจัดเก็บและค้นคืน และการให้บริการทั้งบริการเชิงวิชาการ บริการเชิงพาณิชย์ และบริการเชิงสังคมและชุมชนด้านปัญหาของการจัดการความรู้และสารสนเทศด้านทรัพย์สินทางปัญญาในสถาบันอุดมศึกษา พบว่าปัญหาสำคัญในการจัดการทรัพย์สินทางปัญญา คือ 1) ปัญหาด้านนโยบาย เช่น นโยบายการตีความความเป็นเจ้าของ นโยบายการให้ผลตอบแทนในทรัพย์สินทางปัญญา เป็นต้น 2) ปัญหาการใช้ประโยชน์จากทรัพย์สินทางปัญญา เช่น การแบ่งปันผลประโยชน์ไม่ชัดเจน การนำไปใช้ไม่ทันต่อความต้องการของภาคเอกชน เป็นต้น 3) ปัญหาด้านการจัดการทรัพย์สินทางปัญญา ส่วนใหญ่เป็นปัญหาในการรวบรวมผลงานไม่ครบถ้วนสมบูรณ์ เอกสารสูญหาย  ปัญหาในการให้บริการทรัพย์สินทางปัญญา และบุคลากรในหน่วยงานทรัพย์สินทางปัญญามีจำนวนน้อยไม่เพียงพอต่อการให้บริการแก่อาจารย์

ABSTRACT

This research was part of knowledge and information management model for management intellectual property in higher education institutions in Thailand. The current situation and problem of knowledge and information management for management intellectual property, researcher used document analysis and synthesis that related to knowledge and information management for management intellectual property as methodology. The results will be applied as a guide for interview in order to analyze the current situation and problem of knowledge and information management for management intellectual property in higher education institutions in Thailand.Then, researcher used qualitative research method. The target group of this study was executives and officers who operate on intellectual property from 12 higher education institutions that were chosen for areas of research. Collecting data, the researcher used a structured interview. The researcher analyzed in the form of qualitative data. The results could be divided into 2 parts; (1) knowledge and information management for intellectual property management in higher education institutions consist of agency that responsible for intellectual property, personnel duties and responsibilities and intellectual property policies of the institution.(2) Knowledge and information management for intellectual property in higher education institutions consist of collection, analysis and systematization, storage and retrieval, academic service, commercial service, and social and community services. The problem of knowledge and information management for intellectual property in higher education institutions found the important problem in intellectual property management were 1) problem of policy such as ownership policy, return on intellectual property policy etc. 2) the problem of the exploitation of intellectual property such as the sharing of benefits is not clear, it is not able to use as the need of private sectors etc. 3) The problem of management of intellectual property, most of the problems in the collection of works is not exhaustive, losing documents, Problems in providing service of intellectual property and personnel in intellectual property agency has a small amount which is insufficient to provide services to teachers.
