ปัจจัยที่มีผลต่อการมีส่วนร่วมในการดำเนินงานของคณะกรรมการ กองทุนหลักประกันสุขภาพในระดับท้องถิ่นหรือพื้นที่ จังหวัดบึงกาฬ

การวิจัยครั้งนี้เป็นการวิจัยเชิงพรรณนาแบบภาคตัดขวาง เพื่อศึกษาคุณลักษณะส่วนบุคคลและแรงจูงใจที่มีผลต่อการมีส่วนร่วมในการดำเนินงานของคณะกรรมการกองทุนหลักประกันสุขภาพในระดับท้องถิ่นหรือพื้นที่ จังหวัดบึงกาฬ โดยศึกษาจากกลุ่มตัวอย่าง 180 คน จาการสุ่มแบบชั้นภูมิ เก็บข้อมูลโดยให้แบบสอบถามและกลุ่มบุคคลที่ใช้แนวทางการสัมภาษณ์เชิงลึก จำนวน 9 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ประกอบด้วยสถิติเชิงพรรณนา ได้แก่ การแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย และสถิติอนุมาน ได้แก่ สถิติสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน และการวิเคราะห์การถดถอยพหุเชิงเส้นแบบขั้นตอนจากการศึกษาพบว่าระดับแรงจูงใจและระดับการมีส่วนร่วมในการดำเนินงานของคณะกรรมการกองทุนหลักประกันสุขภาพในระดับท้องถิ่นหรือพื้นที่ จังหวัดบึงกาฬ ภาพรวมอยู่ในระดับมาก ทั้งนี้ตัวแปรปัจจัยจูงใจด้านลักษณะงานที่ปฏิบัติ ปัจจัยค้ำจุนด้านสถานภาพของวิชาชีพ ด้านการปกครองบังคับบัญชา ด้านความมั่นคงในการปฏิบัติงาน ด้านสภาพการปฏิบัติงาน ด้านชีวิตความเป็นอยู่ส่วนตัว ทั้ง 6 ตัวแปร สามารถร่วมกันพยากรณ์การมีส่วนร่วมในการดำเนินงานของคณะกรรมการกองทุนหลักประกันสุขภาพในระดับท้องถิ่นหรือพื้นที่ จังหวัดบึงกาฬ ได้ร้อยละ 66.0 (R2 = 0.660, p-value<0.001) ปัญหาและอุปสรรคที่พบในการดำเนินงานของกองทุน คือการดำเนินงานที่ไม่เป็นไปตามแผน เนื่องจากการดำเนินงานกองทุนฯเป็นการดำเนินงานที่มีหลากหลายภาคส่วน และมีแนวทางในการแก้ไขปัญหาที่มีความหลากหลาย เพื่อให้ปัญหาได้รับการแก้ไขไปในทิศทางเดียวกัน ควรมีแนวทางในการแก้ไขปัญหาที่อาจจะเกิดขึ้นกับกองทุนในอนาคตไว้รองรับ และมีการจัดทำคู่มือหรือแนวทางการแก้ปัญหาสำหรับกองทุนนั้นๆ
