ทักษะการทำงานเป็นทีมและองค์กรแห่งการเรียนรู้ที่มีผลต่อการดำเนินงานตามเกณฑ์มาตรฐานหน่วยบริการปฐมภูมิของผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล ในจังหวัดนครราชสีมา

การศึกษาครั้งนี้เป็นการวิจัยเชิงพรรณนาแบบภาคตัดขวาง มีวัตถุประสงค์เพื่อศึกษา ทักษะการทำงานเป็นทีมและองค์กรแห่งการเรียนรู้ที่มีผลต่อการดำเนินงานตามเกณฑ์มาตรฐานหน่วยบริการปฐมภูมิของผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล ในจังหวัดนครราชสีมา ประชากรที่ศึกษาคือ ผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล ในจังหวัดนครราชสีมา จำนวนทั้งหมด 348 คน สุ่มตัวอย่างแบบแบ่งชั้นภูมิ ได้ขนาดตัวอย่าง จำนวน 128 คน ได้ข้อมูลกลับคืน จำนวน 123 คน คิดเป็นร้อยละ 96.09 ผู้วิจัยจึงใช้ตัวอย่าง 123 คนในการวิจัยในครั้งนี้ เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถาม ซึ่งผ่านการตรวจสอบความตรงเชิงเนื้อหาโดยผู้เชี่ยวชาญ 3 ท่าน ทุกข้อคำถามมีค่าดัชนีความสอดคล้อง มากกว่า 0.50 และได้ค่าความเที่ยงของแบบสอบถามเท่ากับ 0.98 และแนวทางการสัมภาษณ์เชิงลึกสำหรับเก็บข้อมูลเชิงคุณภาพ จำนวน 13 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือสถิติเชิงพรรณนาและสถิติเชิงอนุมานโดยการหาค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สันเพื่อหาความสัมพันธ์ ระหว่างทักษะการทำงานเป็นทีม และองค์กรแห่งการเรียนรู้ กับการดำเนินงานตามมาตรฐานหน่วยบริการปฐมภูมิของ ผอ.รพ.สต.ใน จังหวัดนครราชสีมา และการวิเคราะห์การถดถอยพหุเชิงเส้นแบบขั้นตอน (Stepwise Multiple Linear Regression) เพื่อวิเคราะห์ ทักษะการทำงานเป็นทีม และองค์กรแห่งการเรียนรู้ ที่มีผลต่อการดำเนินงานตามมาตรฐานหน่วยบริการปฐมภูมิของ ผอ.รพ.สต.ใน จังหวัดนครราชสีมา โดยกำหนดระดับนัยสำคัญที่ 0.05 ผลการศึกษาพบว่า ภาพรวมระดับทักษะการทำงานเป็นทีม ระดับองค์กรแห่งการเรียนรู้และระดับการดำเนินงานตามเกณฑ์มาตรฐานหน่วยบริการปฐมภูมิของผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล ในจังหวัดนครราชสีมา อยู่ในระดับมาก ค่าเฉลี่ย 4.09 (S.D.= 0.42), 4.02 (S.D.= 0.41) และ 4.17 (S.D.= 0.41) ตามลำดับ ทั้งนี้พบว่าตัวแปรทั้ง 5 ตัวแปร ประกอบด้วยทักษะการทำงานเป็นทีม 3 ด้านคือ ด้านทักษะความรับผิดชอบร่วมกัน ทักษะการแก้ปัญหา ทักษะความสัมพันธ์ระหว่างบุคคล และองค์กรแห่งการเรียนรู้ 2 ด้านคือ ด้านการคิดอย่างเป็นระบบ และด้านการมีวิสัยทัศน์ร่วมกัน สามารถร่วมกันในการพยากรณ์และมีผลต่อการดำเนินงานตามเกณฑ์มาตรฐานหน่วยบริการปฐมภูมิของผู้อำนวยการโรงพยาบาลส่งเสริมสุขภาพตำบล ในจังหวัดนครราชสีมา ได้ร้อยละ 73.1 (R2 =0.731, p-value <0.001) การวิจัยในครั้งนี้มีปัญหาพบว่าผู้อำนวยการ รพ.สต. มีข้อจำกัดด้านการคิดเชิงระบบ (71.43%) การสื่อสารวิสัยทัศน์ร่วม (68.25%) และการทำงานเป็นทีมด้านความรับผิดชอบร่วมกัน (65.08%) ส่งผลให้การใช้ข้อมูล การกำหนดเป้าหมาย และการแก้ปัญหา (61.90%) ยังไม่มีประสิทธิภาพ รวมถึงปัญหาความสัมพันธ์ระหว่างบุคคล (60.32%) แนวทางพัฒนาควรเสริมทักษะการคิดเชิงระบบ ส่งเสริมภาวะผู้นำแบบมีส่วนร่วม พัฒนากลไกการทำงานเป็นทีม การใช้ข้อมูลเชิงประจักษ์ และสร้างบรรยากาศองค์กรแห่งการเรียนรู้ จากการสัมภาษณ์เชิงลึกพบว่าควรพัฒนาระบบสื่อสารดิจิทัล การเรียนรู้เชิงปฏิบัติ วัฒนธรรมการทำงานเป็นทีมแบบไม่ตำหนิ และเครื่องมือวิเคราะห์เชิงระบบ เพื่อยกระดับการดำเนินงานตามเกณฑ์มาตรฐานหน่วยบริการปฐมภูมิให้มีประสิทธิภาพและสอดคล้องบริบทพื้นที่
