Abstract

This paper presents the survey result of contracting out highway routine maintenance activities in terms of quality and time evaluation. Problems found during the contracting out process are also addressed as well as suggestion for resolve such problems is discussed. The data is based on 50 returned questionnaires from the Department of Highway (DOH) engineers in highway districts and 31 returned questionnaires from routine maintenance contractors. Most highway engineers from the DOH agree that contracting out can enhance the quality of highway routine maintenance and reduce maintenance work time. Nevertheless, main problems occurred in contracting out process are that it is difficult for the DOH to find contractors who are interested in low-paid jobs, and performance warranty period is not in accordance with the deterioration behavior of highway. One of the solutions is to improve the pattern of routine maintenance contract such as using long term routine maintenance contract.
