กรอบนโยบายการถ่ายทอดเทคโนโลยีจากภาครัฐสู่เกษตรกรในประเทศไทย (A Framework of Technology Transfer from Government to Agriculturists Policy in Thailand)

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนากรอบนโยบายการถ่ายทอดเทคโนโลยีจากภาครัฐสู่เกษตรกรในประเทศไทยด้วยการนำปัจจัยด้านองค์กร ด้านนโยบายของหน่วยงานภาครัฐ ด้านผู้ถ่ายทอดเทคโนโลยี ด้านผู้รับการถ่ายทอดเทคโนโลยีและด้านกระบวนการและเทคโนโลยีที่ใช้ในการถ่ายทอดมาใช้ในการพัฒนากรอบนโยบาย ทั้งนี้กระบวนการสำคัญประกอบด้วย (1) การกำหนดนโยบายการถ่ายทอดเทคโนโลยีของภาครัฐ (2) การนำนโยบายการถ่ายทอดเทคโนโลยีไปปฏิบัติ (3) การควบคุมและการประเมินผลนโยบายการถ่ายทอดเทคโนโลยี และ (4) การประเมินผลความสำเร็จของนโยบายการถ่ายทอดเทคโนโลยี ใช้วิธีการวิจัยเชิงคุณภาพเพื่อประเมินคุณภาพกรอบนโยบายด้วยการสนทนากลุ่มกับผู้เชี่ยวชาญจำนวน 2 กลุ่ม ๆ ละ 10 คนและวิธีการวิจัยเชิงปริมาณใช้แบบสอบถามความคิดเห็นต่อกรอบนโยบายกับกลุ่มผู้เชี่ยวชาญ ผลการวิจัยพบว่า กรอบนโยบายนี้มีความเหมาะสมและสามารถนำไปใช้ในการพัฒนานโยบายการถ่ายทอดเทคโนโลยีจากภาครัฐสู่เกษตรกรได้อย่างมีประสิทธิภาพและประสิทธิผล นอกจากนี้ ความคิดเห็นต่อปัจจัยที่ส่งผลต่อความสำเร็จของกรอบนโยบาย ความคิดเห็นกระบวนการของกรอบนโยบาย และความคิดเห็นต่อภาพรวมของกรอบนโยบายอยู่ในระดับมากที่สุด (ค่าเฉลี่ย เท่ากับ 4.74, 4.75 และ 4.84 คะแนน ตามลำดับ)
