Work Permits for Migrant Workers: Problems and Proposals for implementation in the Situation of the 2019 Coronavirus Disease Outbreak

Abstract
This article aims to analyze the problems with obtaining work permits among migrant workers in the COVID-19 epidemic through a documentary study, which gathers information from secondary documents such as laws, regulations, related documents, textbooks, books, research papers, academic articles, and uses content analysis to gather the information. The results of the analysis revealed that the situation of the spread of COVID-19 is causing restrictions on obtaining permits because of government measures despite the extension of the period. The service process is complicated and the service channel is limited and takes a long time to process, together with the calculation of the rate of expenses for filing a migrant worker registration is inconsistent due to the epidemic situation of COVID-19. Regulations on determining the cost rate for filing migrant worker registration should be modified according to the situation. Government agencies should systematically establish a central technology system for foreign workers' data centers to collect information for both migrant workers and employers on current economic data and labor demand to determine the appropriate number of migrant workers.
