Abstract

This research aims to study the development and factors which influence the forming civic groupa and the roles of the Songkhla civic groups in participating in local government
          The study reveals that;
          1. The Songkhla civic groups were originally set up by groups of people trying to increas their standard of living, as the government sector was unable to fulfill their needs.    The groups forming varies from village lever to regional level. There are two types of groups forming ; those who groups to provide local public services and those who group to ensure subsistence during economic crises.
         2. The factors which influence group forming are leaders, circumstances, and the relationship between relatives and levels of support within the community
         3. In terms of the roles of the civic groups in participating in and developing local government, the civic groups have a high-ranking attitude towards the democratic system,the civil society, and the local government system. However,the communityûs attitude in actually helping to develop local government ranks significantly lower.
        4. The factors concerning the participation behavior of the civic groups in helping to develop local government systems are gender,education levels,rank or position in the society, the length of time participating in the civic groups, the support from local government sections, attitudes towards the democratic system, attitudes towards the civil society, and attitudes towards the local government system
