Abstract

      The purpose of this research was to study the application of flexi-time measure with the civil servants in Central Administration. The sample group consisted of 141 public agencies, 2,864 civil servants in 48 public agencies, and also 826 civil servants in Office of the Civil Service Commission. The percentage, median, standard deviation, chi-square, Kendallsû tau c, t-test, one-way ANOVA, and Scheffe were used to analyze the data.
      The results were:
      1. There were many manners, types, time-groups of the civil servants in the application of the measure. Using the measure gave both beneficial and shortcoming consequences.
      2. After the application of the measure, the absent rate of the civil servants in the CSC increased significantly.
     3. The civil servants with different socio-economical background differently perceived the measureûs application.
     4. The civil servants who applied the F.T. measure had the ideas that the F.T. measureûs dimensions were appropriate in application.
     5. There was statistical relationship between F.T. measureûs dimensions and job satisfaction.
