การพัฒนารูปแบบความร่วมมือด้านการวิจัยทางวิทยาศาสตร์และเทคโนโลยี สำหรับสถาบันอุดมศึกษาของรัฐ

บทคัดย่อ

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน ปัญหา และอุปสรรคปัจจัยและการพัฒนารูปแบบความร่วมมือด้านการวิจัยทางวิทยาศาสตร์และเทคโนโลยีสำหรับสถาบันอุดมศึกษาของรัฐ โดยเลือกสถาบันอุดมศึกษาของรัฐ จำนวน 8 แห่ง และกลุ่มผู้บริหาร จำนวน 388 คน โดยใช้แบบสำรวจ แบบสัมภาษณ์แบบสอบถามในการเก็บข้อมูล วิเคราะห์ข้อมูลโดยใช้สถิติและวิเคราะห์สาระ (Content Analysis) ผลวิจัย พบว่าสถาบันอุดมศึกษามีนโยบายส่งเสริมความร่วมมือวิจัย คือ การทำวิจัยร่วมกัน ใช้อุปกรณ์ร่วมกัน การแลกเปลี่ยนบุคลากรวิจัยที่มีความเชี่ยวชาญไปให้ความรู้ ปัจจัยที่ส่งผลสำเร็จ ได้แก่ ทุน ประโยชน์ และเป้าหมายร่วมกัน การพัฒนาคุณภาพและเพิ่มปริมาณงานวิจัย ฐานข้อมูลวิจัยที่เป็นระบบ บุคลากรที่มีความเชี่ยวชาญ ทรัพยากรการวิจัยร่วมกัน การให้รางวัลและแรงจูงใจและร่างรูปแบบ ประกอบด้วย 4 องค์ประกอบ คือ โครงสร้างความร่วมมือ แหล่งทุนสนับสนุนการวิจัย มาตรการและกลไกบริหารความร่วมมือ และประเภทของหน่วยงานที่สร้างความร่วมมือ เมื่อได้ร่างรูปแบบแล้วก็นำไปจัดประชุมผู้ทรงคุณวุฒิ (Connoisseurship Model) ได้รูปแบบความร่วมมือด้านการวิจัยทางวิทยาศาสตร์และเทคโนโลยีสำหรับสถาบันอุดมศึกษาของรัฐ

Abstract

The objectives of this research were to study present problem and barrier factors andthe development of science and technology research co-operation model for Thai Public HigherEducation Institutions. The samples were 388 executives in 8 Thai Public Higher EducationInstitutions. The instruments were questionnaire survey, executive interviews, and query data.Data analysis were statistical and content analysis. It was found that Thai Public HigherEducation Institution policy supported the research. These were co-researches, co-devices, andexchanged expert researcher in knowledge. The successful factors were capitals, benefits, sharedgoals, quality development and increased researches, based research system, the expert persons,research resources, reward and motivation, and draft model with 4 elements: structuredcooperation, research funding support standard and mechanical cooperation and types of unitadministration. When the draft model was completed, it was brought to Connoisseurshipmeeting for science and technology research co-operation model for Thai Public HigherEducation Institutions.
