คู่มือปฏิบัติงาน เป็นเอกสารผลงานที่สามารถแสดงความเป็นผู้ชำนาญการ ชำนาญการพิเศษ เชี่ยวชาญหรือเชี่ยวชาญพิเศษของข้าราชการสายสนับสนุนในสถาบันอุดมศึกษา ซึ่งคณะกรรมการข้าราชการพลเรือนในสถาบันอุดมศึกษาได้กำหนดให้เป็นผลงานที่ใช้สำหรับประเมินภาระงาน ลักษณะหน้าที่ความรับผิดชอบ และคุณภาพงานของตำแหน่งได้ บทความฉบับนี้ เป็นการผนวกประเด็นการจัดทำคู่ปฏิบัติงาน และประเด็นการวิเคราะห์ มาเรียบเรียงเข้าด้วยกันเพื่อเสนองานลักษณะใหม่ ที่มีเนื้อหาเกี่ยวกับความหมาย การใช้ประโยชน์ องค์-ประกอบและลักษณะของคู่มือปฏิบัติงาน เทคนิคการวิเคราะห์ การวิเคราะห์องค์ประกอบ วิเคราะห์ความสัมพันธ์และวิเคราะห์หลักการ นอกจากนี้ ยังได้เสนอเทคนิคการจัดทำคู่มือปฏิบัติงานรูปแบบการวิเคราะห์ การเขียนคู่มือปฏิบัติงานในส่วนบทนำ ระเบียบกฎหมายและมาตรฐานที่เกี่ยวข้อง หลักการและทฤษฎี โครงสร้างและกระบวนการทำงาน ผลการปฏิบัติงานและตัวอย่างงาน ปัญหาและการป้องกันแก้ไข การอภิปรายและการเขียนข้อเสนอแนะ

Abstract

Operation manual is a type of document that presents the specialty or expertise of thesupporting government officers in Higher Education Commission. It is assigned by the CivilService Commission to evaluate work load, duty and responsibility, and quality of work. Thispaper incorporates operation manual with work analysis to illustrate new approach consisting ofthe following contents: meaning, application, element and feature of operation manual, workanalysis technique, elemental analysis, relationship analysis and principle analysis. In addition,the author proposes the writing guidelines for analytical approach operation manual techniquethat consist of writing the introduction, relevant regulation law and standard, principle andtheory, structure and process of work, work performance and samples, problem and prevention,discussion and suggestion techniques.
